Blocks 1 and 2 include two new eight-story multifamily residential buildings, totalling approximately 570 units, at the north end of the Spring District in Bellevue. The proposed 123rd Avenue NE extension between the blocks is a pedestrian-scaled street, with proposed street trees, sidewalks, and entry plazas on both sides featuring special paving, seating and tables, as well as naturalistic play areas with soft surfacing. Between the buildings and the light rail tracks, NE 16th Street will connect through to 120th Ave NE and 124th Ave NE with future developments, and a pedestrian connection allows residents a direct connection to the light rail station.

At both buildings, Levels 2 and 8 feature several outdoor amenity and patio spaces, with active gaming areas, gathering spaces with BBQs, firepits, and raised planters with trees, shrubs and groundcover to soften the spaces and provide buffering from the units.
